The majority of respondents to the survey agreed that lottery games are an acceptable form of entertainment. In fact, 65% of respondents viewed lotteries as a legitimate form of entertainment. This positive attitude towards the lottery is reflected in Figure 7.4 of the study. It is worth noting that the highest support for state lotteries comes among those under 35 years old. As a result, lottery spending is higher among people in low-income households and those without a high school diploma.
